What are they wearing

Imagine my delight when Mr Blackwell nominated whatsherface on the "Worst-Dressed" list...

...Although I'm finding it hard to digest how she is being applauded for her dress sense when this "thing" looks like a potato sack..perhaps Mr Blackwell should reconsider his best-dressed inductees?
